I <br /> understand your unhappiness with the schedule and rush permit request. I too am not happy with the long <br /> delay. I do not typically operate in this fashion. The encroachment permit was with the City of Stockton for <br /> over two months in "processing", hence the long delay. We tentatively planned to drill the beginning of <br /> December, but cancelled due to the encroachment permit delay. We were initially told the permit would <br /> take about two weeks to get approved. <br /> The City contact kept assuring our staff that the permit would be coming soon as of a couple of weeks ago, <br /> he even said it had been approved and issued which was a mistake. Our field staff scheduled the work a <br /> few weeks ago, after talking with the permit department which again indicated the permit would be "ready <br /> soon". Normally, in this situation I would have rescheduled the drillers (again). I spoke with Denis Brown, <br /> and taking into account your and our concern with the delay, he instructed us to move forward.
