In the April 27, 2005
correspondence (Letter), EHD approved monitoring well S-7 location and design
but has concerns that no mention was made in the Addendum to when this well
will be installed. Also included in the Letter were comments on proposed soil-
boring SB-6 that did not include a target/total depth. EHD considered the SB-6
portion of the work plan as too vague to approve and required an addendum.
The Addendum modified soil-boring SB-6 by replacing it with CPT-8 and
proposed ground water grab samples "at first-encountered ground water"based
on information from borings SB-2 and CPT-6. The soil boring samples from 35
and 45 feet below ground surface (bgs) were to be tested for dissolved metals
(Cd, Cr, Pb, Ni, Zn) by EPA Method 6010B, PCBs by EPA Method 8082, and
naphthalene and creosote by EPA Method 8270C. A report was to be submitted
to EHD following receipt of laboratory analytical results.
After evaluating the Addendum, EHD concluded that it was inadequate and did
not address the potential impact of the waste oil UST to the soil and ground
water. Using Shell reports and data previously submitted to EHD from back to
1995, EHD has determined that additional contaminants and depths of concern
are to be included in the waste oil UST investigation. EHD provides the following
information of concern below.
