19449 Riverside Drive,Suite 230,Sonoma,California 95476 <br /> Telephone: (707)935-4850 Fax: (707)935-6649 <br /> www.CRAworld.com <br /> CONESTOGA—ROVERS <br /> &ASSOCIATES <br /> PUBLIC NOTICE <br /> Fact Sheet <br /> Pending Case Closure for Leaking Underground Storage Tank Site <br /> Conestoga-Rovers&Associates,on behalf of the San Joaquin County Environmental Health Department(SJCEHD),invites public <br /> comment regarding the intent of the SJCEHD to grant regulatory closure for the leaking underground storage tank(LUST)case <br /> at the below subject site(Site). <br /> SUBJECT SITE: <br /> Site Name: Former Shell Service Station GeoTracker Global ID No.T0607700721 <br /> Site Address:1267 Country Club Boulevard SJCEHD Site Code:505602 <br /> PUBLIC COMMENT PERIOD: 60 Days—August 29,2014—October 29,2014 <br /> CASE SUMMARY: <br /> The SJCEHD,in cooperation with the responsible parties(Gary C.Escabar Trust and Equilon Enterprises LLC dba Shell Oil <br /> Products US(Shell)),and the environmental consultant,Conestoga-Rovers&Associates(CRA),have evaluated soil and <br /> groundwater conditions,and health hazards at the subject Site resulting from historical unauthorized releases of gasoline from <br /> an underground storage tank(UST)system and fueling operations. <br /> Shell ceased operation of the serviced station in 1974 during which time the UST system,consisting of one 8,000-gallon, <br /> two 3,000-gallon,and one 2,000-gallon USTs,and all associated dispensers and product piping,were removed from the Site. <br /> One 280-gallon waste oil UST was also removed. The tank removals were not overseen by SJCEHD. Since then the Site has <br /> been used for non-service station commercial-type uses. <br /> From July 1995 through November 2010,soil,groundwater,and soil gas samples were collected at the Site to evaluate the <br /> extent of petroleum hydrocarbon-related impacts from the former UST system. Impacted soil does not extend off-site;the <br /> plume of impacted groundwater associated with the Site remains mainly confined to the Site and is decreasing in size and mass. <br /> The mass of gasoline-related impacts has decreased significantly over time because of natural attenuation processes that <br /> continue to break down the chemicals of concern in soil and groundwater. Impacted groundwater is predicted to achieve <br /> water quality objectives in approximately forty years. CRA estimated that approximately 87.75 pounds of gasoline constituents <br /> remain in soil and approximately 3.5 pounds of gasoline constituents remain in groundwater beneath the Site. <br /> CRA has reviewed and evaluated groundwater monitoring and other data for this Site and has concluded there is no longer a <br /> significant threat to human health or the environment. The SJCEHD has concluded that the Site status is protective of the <br /> environment and of human health for current and future Site use and for adjacent off-site areas. <br /> After receipt of notification that all case closure activities have been completed,the SJCEHD anticipates issuing a No Further <br /> Action Required letter for the subject Site,provided that no compelling reason to keep the Site active arises during the public <br /> comment participation period. <br /> WHERE TO GET MORE INFORMATION <br /> Site information can be obtained from the GeoTracker website at http://geotracker.waterboards.ca.gov/.
