.. sow, tial
WWI
1.0 INTRODUCTION
low
Cardno ATC has prepared this brief letter report, on behalf of Phillips 66 Company for 76
(Former BP) Service Station No. 11192, 1403 West Country Club Boulevard, Stockton,
WRO California documenting activities related to the destruction of groundwater monitoring and
remediation wells associated with the site (Figures 1 and 2). The well destruction activities
were conducted in general accordance with Cardno ATC's Well Destruction Work Plan, 76
(Former BP) Service Station No. 11192, 1403 West Country Club Boulevard, Stockton,
Raw California, dated October 30, 2013.
low
2.0 SITE LOCATION
The site is located at 1403 West Country Club Boulevard in Stockton, California as shown on
Figure 1. A Site Plan is provided as Figure 2. Land use in the surrounding area can be
described as mixed commercial and residential. The site is currently occupied by a 76 Branded
low Service Station, Bob's Lube and Oil, and Country Club Service.
3.0 PREVIOUS INVESTIGATIONS
WIWI
The site was operated as a gasoline service station by Mobil Oil Company, following the
installation of two 10,000-gallon unleaded gasoline USTs, one 10,000-gallon leaded gasoline
UST, three 3,000-gallon motor oil USTs, and one 3,000-gallon waste oil UST, associated piping
and dispensers, and other facility structures in 1976. The site was purchased by British
Petroleum (BP) in May 1989. The site was operated under BP ownership until Tosco
Corporation (now Phillips 66) assumed operations in 1994.
Prior to first quarter 2010, 'shallow' and 'deep' were used to identify the groundwater monitoring
zones for wells screened to depths ranging from 8 feet (ft) to 45 ft below ground surface (bgs)
(MW-1 through MW-10, MW 12, and MWA 3) and 68.5 ft to 78.5 ft bgs (MW-11), respectively.
However, it was determined the dissolved plume and regional hydraulic gradients may be better
evaluated with additional water-bearing zones. Beginning 1Q10, 'shallow' and 'deep' are no
longer used to describe the groundwater monitoring zones. Instead A-Zone (screened between
8 ft and 30 ft bgs), B-Zone (screened between 20 ft and 45 ft bgs), and C-Zone (screened
between 58 ft and 78.5 ft bgs) are used to describe the regional water-bearing zones.
To facilitate the sale of the property to BP, Mobil retained Target Environmental Services, Inc. to
perform a soil gas survey in March of 1989. Benzene, toluene, ethylbenzene, and xylenes
(collectively BTEX), and other volatile organic compounds were reported in samples from
beneath the site. The area of greatest impact was in the vicinity of the dispenser islands
(International Technology Corporation [IT], Underground Storage Tank Closure Report, April
1991). BP subsequently submitted an unauthorized release report to San Joaquin County
Environmental Health Department (SJCEHD) in July 1989 (IT, INTERIM ASSESSMENT
REPORT, dated December 5, 1991).
1
76 Service Station No.11192 Cardno ATC Project Number 52.75118.2390
Stockton,California May 1,2014
