76/former BP# 11192 page 2 <br /> 1403 Country Club Blvd, Stockton February 18, 2011 <br /> Subsequently, additional proposals were submitted by Stantec and the EHD determined that <br /> critical site-specific concerns were not being adequately addressed: The August 4, 20'10 <br /> proposal was denied on Geotracker and the most current proposal dated December 7, 2010 <br /> was reviewed by the EHD and found to be inadequate at addressing all of the EHD's <br /> groundwater plume definition and investigational concerns. <br /> In an attempt to minimize misunderstandings and to ensure the required investigative phase <br /> continues, the EHD discussed our concerns with Stantec Consulting. In full cooperation, <br /> Stantec has provided the EHD an electronic mail of their proposal and recommended a multi- <br /> phased approach that begins with one off-site Cone Penetrometer Testing (CPT) boring, CPT-4. <br /> The EHD is to be advised of the sampling results from this boring and is to be included in <br /> decisions for placing additional CPT borings and monitoring wells. The EHD concurs with this <br /> approach. However, ARCO's most recent proposal, Second Revision to Work Plan Addendum <br /> for Additional Site Assessment — December 7, 2090 is inadequate and is not approved as <br /> submitted. (H&S 25296.10(c)(3)). The proposed scope of work failed to include the monitoring <br /> well installations off-site to investigate_ the lateral extent of multiple depths of concern and did <br /> not include a deep monitoring well on-site to investigate the vertical extent of the groundwater <br /> contaminant plume. Therefore, to address all concerns and agreements, ARCO is to submit'a <br /> work plan that incorporates the details of Stantec Consulting's December 28, 2010 electronic <br /> mail (copy attached)to the EHD via Geotracker by February 28,2011. <br /> Thank,you for your continued cooperation.
