GETTLER - RYAN INC. <br /> October 31, 2001 �1:--' �� <br /> Mr Michael J Infurna Jr NOV 0 12001 <br /> San Joaquin County Public Health Services <br /> Environmental Health Division ENVIRUNMENT HFALTH <br /> 304 East Weber Avenue,Third Floor PERMIT/SERVICES <br /> Stockton, California 95202 <br /> Subject Submittal of Analytical Results and Proposal for Alternative Scope of Work <br /> Tosco (Former BP) Service Station No 11192, 1403 Country Club Boulevard, <br /> Stockton, California. <br /> Mr Infurna <br /> At the request of Tosco Corporation, a subsidiary of Phillips Petroleum Company (Tosco), <br /> Gettler-Ryan Inc (GR) has prepared this letter to follow up on our phone conversation on <br /> October 24, 2001 The purpose of this submittal is to outline Tosco's and GR's near-term plans <br /> for the subject site Based on our discussion, this work is being proposed as an alternative to <br /> comply with the November 1, 2001 deadline in GR's letter to the San Joaquin County Public <br /> Health Services—Environmental Health Division (PHS-EHD) dated July 2, 2001 <br /> As discussed, Tosco is proposing to conduct a Dual-Phase Vapoi Extraction Pilot Test (DPE <br /> • Test)using wells MW-3 and/or MW-7 at the site Conducting this test will result in the collection <br /> of remedial feasibility data and provide interim remedial cleanup of elevated dissolved <br /> hydrocarbons in the vicinity of these wells It is Tosco's and GR's highest priority to begin to <br /> address the elevated hydrocarbon concentrations at this site <br /> The DPE test is being-scheduled for December 4, 2001 A work plan dated October 29, 2001 <br /> describing this scope of work has been submitted under separate cover - <br /> As recommended in GR's Monitoring Well Installation Report, dated September 26, 2001, <br /> monitoring well MW-11 was sampled on October 4, 2001 All field work was conducted in <br /> accordance with the enclosed GR Field Methods and Procedures Analytical Results of the, <br /> sample collected from MW-11 showed no detectable concentrations of Total Petroleum <br /> Hydrocarbons as gasoline, benzene, toluene, ethylbenzene, or total xylenes Methyl tert-butyl <br /> ether and 1,2-Dichloroethane were detected at concentrations of 200 parts per billion (ppb) and <br /> 14 ppb, respectively The analytical results are summarized in Tables I and 2 The Laboratory <br /> Analytical Report,Chain of Custody Document, and the Field Data Sheet are enclosed <br /> Per our discussion, GR is preparing to conduct a monitoring and sampling event for all eleven <br /> existing wells at the site The sampling event data` will further document hydrocarbon <br /> concentrations in the newly installed and previously existing wells and verity our previously <br /> reported groundwater flow direction This sampling event is being scheduled for November <br /> 2001 <br /> In addition, GR will attempt to coordinate a joint monitoring event with the consultant for the <br /> •~ former Shell site, located east of the subject site across Pershing Avenue This joint monitoring <br /> event will be proposed for January or February 2002 <br /> 6747 Sierra Court , Suite J • Dublin , California 94568 • ( 925 ) 551 - 7555 <br />
