CORRECTIVE ACTION PLAN <br /> for <br /> Tosco (Former BP) Service Station No 11192 <br /> 1403 Country Club Boulevard <br /> Stockton, California <br /> Report No 140245 08 <br /> 1.0 INTRODUCTION <br /> At the request of Tosco Corporation (Tosco), a subsidiary of Phillips Petroleum Company, and in <br /> accordance with the requirements of the San Joaquin County Public Health Services-Environmental <br /> Health Division (PHS-EHD), Gettler Ryan, Inc (GR) has prepared this Corrective Action Plan <br /> (CAP) for the subject site This CAP also includes a Work Plan for additional delineation of the <br /> hydrocarbon plume beneath the site In a letter to Tosco dated November 2, 2000, the PHS-EHD <br /> requested that a Problem Assessment Report (PAR)be submitted after vertical and lateral delineation <br /> of the hydrocarbon plume was completed During a conference call between Tosco, GR and the <br /> PHS-EHD on October 24, 2001, all three parties agreed that a CAP would be submitted instead of <br /> the PAR This decision and a timeframe for submittal of the CAP was presented in GR's letter to <br /> • the PHS-EHD, dated October 31, 2001, where a deadline of March 15, 2002 was proposed for <br /> submittal of the CAP <br /> This CAP has been prepared based on the guidelines presented in the California Code of <br /> Regulations, Title 23, Division 3, Chapter 16, Article 11, Sections 2725(b), (d), and (e) through (g), <br /> and formatted per the requirements of this regulation <br /> 2.0 SITE DESCRIPTION <br /> 21 General <br /> The site is located at 1403 Country Club Boulevard, on the northwest corner of the intersection of <br /> Country Club Boulevard and Pershing Avenue in Stockton, California (Figure 1) The site is <br /> currently an operating Tosco (76) Service Station Aboveground station facilities include a station <br /> building, a car wash, an auto service building and an oil change building (operated by others) and <br /> four dispenser islands under a canopy Underground facilities include three 10,000-gallon double- <br /> walled fiberglass gasoline underground storage tanks (USTs), one waste oil UST (operated by <br /> others), seven onsite (MW-1, MW-3 through MW-7 and MW-11)and three offsite (MW-8 through <br /> MW-10)groundwater monitoring wells Properties in the site vicinity are developed primarily for <br /> residential and commercial retail use <br /> A former Shell service station was located across Pershing Avenue to the east of the subject site, and <br /> is currently occupied by a closed bank Six groundwater monitoring wells were installed by others <br /> at and in the vicinity of the former Shell station Pertinent site features are shown on Figure 2 <br />
