i <br /> 1.0 INTRODUC'T'ION <br /> • Kwikee Foods is a convenience store and former gasoline fillip station located on Count Club <br /> g g �' <br /> Boulevard in Stockton, California. The location of the site is shown in Figure 1, and the site <br /> facilities are shown in Figure 2. The property is owned by Mr. William Peters, and has been leased <br /> out for several years. Investigation of subsurface petroleum contamination has been conducted by <br /> Upgradient Environmental Consultants and supervised by the Local Oversight Program of San <br /> Joaquin County Environmental Health Department(EHD). <br /> 2.0 BACKGROUND INFORMATION <br /> The site is located in a residential/commercial area, and the local topography is flat. Following the <br /> discovery of gasoline in groundwater beneath the site in 1990, the site was placed in the LOP <br /> program of EHD and has been supervised since that time by Michael Infurna, REHS. Upgradient <br /> Environmental Consultants began to assess the extent of soil and groundwater contamination in <br /> 1994, and completed the assessment in the fourth quarter of 2000. The results were presented in a <br /> Problem Assessment Report(July 1, 2001). <br /> A Chevron.gasoline station was formerly located across Franklin Street from the site. Assessment <br /> of that site was begun in the early 1990's, and remediation began in the latter part of 2000. In the <br /> Problem Assessment Report for Kwikee Foods, we used laboratory data from the Chevron site to <br /> conclude that dissolved-phase hydrocarbons have migrated eastward from the Chevron site in the <br /> • direction of the prevailing hydraulic gradient, resulting in groundwater contamination beneath <br /> Kwikee Foods. The report recommended that monitoring of the Kwikee Foods site continue <br /> through the end of 2001 to confirm that groundwater quality is improving and that the trend of <br /> declining contaminant concentrations does not reverse. <br /> In December 2001, Upgradient Environmental submitted a Site Closure Report on behalf of Mr. <br /> Peters. The recommendation for site closure was not approved by EHD, which listed several <br /> reasons for directing Mr_ Peters to continue groundwater monitoring for at least two additional <br /> quarters. <br /> Monitoring was performed in February and May 2002, and Upgradient Environmental again <br /> concluded that Kwikee Foods was not responsible for the groundwater contamination at the site. In <br /> September, Upgradient therefore again requested site closure and submitted a work plan to destroy <br /> the monitoring wells. The plan was not approved by EHD, and the RP was directed to continue <br /> monitoring. EHD also requested either a work plan for further investigation or a more j <br /> comprehensive report presenting an in-depth conceptual model of the.site. The RP complied with <br /> this request, and Upgradient Environmental submitted the Site Conceptual Model and 4`� Quarter <br /> 2002 Report in December 2002. EHD provided a brief response on February 27, 2003, directing the <br /> RP to continue monitoring until further notice, but permitting the RP to suspend sampling of three <br /> of the wells. <br /> 3 <br />
