My review <br /> of the file revealed the following: <br /> 1 . Chevron leased the property from Patrick Craig and operated a service <br /> station at the site through 1986. In November 1986, at Chevron's <br /> request, three monitoring wells were installed. Soil contamination was <br /> encountered in the borings for the three wells and free product was <br /> found in well MW1. Water samples were not collected for analysis from <br /> the three wells. Depth to water was about 15 feet. <br /> 2. Chevron's lease was terminated in January 1987 and Mr. Craig leased the <br /> property to a third party (name unknown at this time) . The third party <br /> operated the service station and the underground tanks for approximately <br /> 5 months, according to Paul Koslow, an attorney for Mr. Craig, in a <br /> telephone conversation on 3 June 1992. <br /> 3. The six underground tanks and piping were excavated in October 1988. <br /> Several of the tanks had visible holes and up to 11,000 ppm TPH was <br /> detected in a soil sample. Ground water samples contained up to 62,000 <br /> ppb TPH in MW1, 51,000 ppb TPH in MW2, and 2 inches of free product in <br /> MW3. <br /> 4. A work plan, dated 17 July 1989, was approved by Board staff in a letter <br /> dated 14 August 1989. According to County staff, Chevron requested, in <br /> a letter dated 9 August 1989, that the County remove Chevron as the <br /> responsible party for the site. (The letter is not in our file. ) In a <br /> letter to Chevron, dated 7 December 1989, County staff rejected the <br /> request and reminded Chevron that the work plan had been approved by <br /> Board staff. <br /> 5. Quarterly reports have not been submitted regularly. <br /> 6. The following three reports constitute the extent of the reported <br /> information for this site and were reviewed by staff: <br /> A. A "Subsurface Assessment Report" dated 17 November 1986, by <br /> Groundwater Technology, Inc. submitted with a cover letter from <br /> Chevron dated 5 August 1987; <br />
