Macey:
We have reeved your letter of January 11, 1990 regarding the
above referenced property. You have asked for comment on several
issues which I will address individually.
The Regional Water Quality Control Board (RWQCB) has published
quidelines which outline the requirements for investigating and
remediating hydrocarbon contaminant cases. The San Joaquin County
Local Health Department ( SJCLHD) assists the RWQCB in enforcement
of these guidelines which require responsible parties to actively
pursue assessment of known hydrocarbon contaminant cases and
perform remediation if contaminant levels exceed action levels.
This case requires further assessment and when complete,
remediation requirements will have to be addressed. If these
actions are not carried out, the regulatory authorities will take
enforcement action. I have enclosed a copy of the RWQCB guidelines.
We have not responded the the December 7 , 1989 letter from the
SJCLHD.
Our consultant , Pacific Environmental Group (PEG) , has completed
a work plan which outlines the next appropriate phase of assess-
ment which was submitted to the regulatory authorities. Enclosed
are copies of the regulatory authority responses approving this
