PUBLIC HEALTH SERVICES ,oPaUIN
SAN JOAQUIN COUNTY
a: <
JOGI KHANNA M.D.,M.P.H.
Health Officer P..
P.O. Box 2009 (1601 East Hazelton Avenue) • Stockton,California 95201
(209) 468-3400
December 7, 1989
B. C. Brummett
Chevron USA Inc.
P.O. Box 5004
San Ramon, CA 94583
RE: CHEVRON USA IN REPLY REFER TO: SITE CODE: 1780
2103 COUNTRY CLUB ROAD, STOCKTON
We are in receipt Of your August 9, letter requesting that Chevron be removed
as the responsible party for the above referenced site. Due to the fact Chevron
was the documented facility operator at the time contamination was identified
on this site, any change in responsible party identification must be accompanied
by supporting legal documentation. our legal counsel will review this
documentation prior to making a change in responsible party identification.
The investigation conducted during the month of December 1986,1 indicated
evidence of petroleum contamination in the soils and in the groundwater.
The implication that off-site migration may be the cause of the contamination
on this site has not been substantiated. Further investigation would be
necessary to confirm that suspicion. In addition, the contamination identified
on the site must still be characterized and remediated.
A proposal for further assessment and/or remediation for the above referenced
site has been submitted to this office. Comments from California Regional
Water Quality Control Board (CVRWQCB) are attached.
All proposals and/or reports submitted must be accompanied by a Letter of
Acknowledgement from the responsible party(ies) which states, at a minimum, the
following:
I(We) declare, under penalty of perjury, that the information
and/or recommendations contained in the attached proposal or
report is/are true and correct, and that all work and reports
which required geologic or engineering evaluations and/or
judgments have been performed under the direction of an
appropriately registered or certified professional.
The attached proposal or report utilizes the "Regional Board Staff
Recommendations For Initial Evaluation and Investigation of
Underground Tanks" and "Appendix A" reporting format. The LUFT
Manual has also been utilized as a guidance document.
1Groundwater Technology, Inc: "Subsurface Assessment Report" December 1,
1986.
A Division of San Joaquin County Health Care Services coo Py
