<br /> SECOR International Incorporated (SECOR), on behalf of Chevron Environmental Management
<br /> Company (Chevron), presents the enclosed Conceptual Site Model(CSM) for the above-referenced
<br /> site. The CSM has been prepared in accordance with the objective stated in SECOR's Notice of
<br /> Intent to Prepare Conceptual Site Model for the site, dated February 14, 2003. SECOR believes the
<br /> results of this CSM support the theory that the dissolved petroleum hydrocarbon plumes emanating
<br /> from the Chevron, Kwikee Foods, and Boulevard Automotive Service sites are commingled.
<br /> Therefore, Chevron requests San Joaquin County Public Health Services, Environmental Health
<br /> Division's (PHS-EHD's) support of a commingled plume application for the three sites.
<br /> SECOR and Chevron look forward to receiving comments from PHS-EHD regarding this CSM.
