Advanced <br /> GeoEnvironmental, Inc . <br /> 02 February 2009 <br /> AGE-NC Project No. 96-0236 <br /> Mr. Mike Infurna <br /> San Joaquin County Environmental Health Department ��ID9 <br /> 600 East Main Street <br /> Stockton, California 95202 <br /> Subject: Request For Reduction of Monitoring Activities <br /> BOULEVARD AUTOMOTIVE SERVICE <br /> 2151 Country Club Boulevard, Stockton, California <br /> Dear Mr. Infunra: <br /> On behalf of Mr.John Parker of Boulevard Automotive Service,Advanced GeoEnvironmental,Inc. <br /> (AGE) has prepared this letter to request a reduction of ground water monitoring activities at <br /> Boulevard Automotive Service, 2151 Country Club Boulevard, Stockton, California (site). Since <br /> January 1999,a total of thirty-eight(38)quarterly ground water monitoring events were conducted <br /> at this site. Based on ground water monitoring data collected to date, there does not appear to be <br /> increasing trends in ground water concentrations and the ground water plume appears to be in a <br /> stable state. Therefore, AGE believes that continued quarterly ground water sampling from wells <br /> MW-1 through MW-23 for the investigation is not cost effective and will not provide additional <br /> information to supplement the ongoing investigation. Annual sampling events should be adequate <br /> to monitor ground water impact at these wells and should be re-evaluated on a annual basis. <br /> As you are aware,costs associated with the cleanup effort at this site are presently reimbursed by the <br /> California State Water Resources Control Board (SWRCB)under the Underground Storage Tank <br /> (UST) Cleanup Fund. However, Mr. Parker was recently notified by the UST Cleanup Fund on 28 <br /> January 2009 that future reimbursements by the State would be delayed as much as 6 to 18 months. <br /> Due to the significant cost of monitoring at this site, Mr. Parker has accrued over $50,000 of <br /> expenses that has not been reimbursed by the UST Cleanup Fund. This accrued cost has caused a <br /> great financial hardship on Mr. Parker. Furthermore,based on the current conditions at the state, it <br /> is unlikely that Mr. Parker will receive any type of reimbursement from the UST Cleanup Fund <br /> before December of 2009. <br /> Boulevard Automotive Service does not have the financial capabilities to continue absorbing costs <br /> with the ongoing quarterly ground water monitoring program.Therefore,AGE is requesting that the <br /> quarterly ground water monitoring program be reduced to an annual monitoring program.
