The former
underground storage tank(s) (UST) cannot be camiended for final closure
without further investigation to determine the full extent of the soil and/or
groundwater problem.
PSS/EHD is providing you notification that an 'IIaderground Storage Tank
Unauthorized Release (Leak)/Contaminated Site Report" has been filed pursuant
to Section 25295 of the Health and Safety Code (BSC) . The appropriate
disclosure of a hazardous waste discharge pursuant to Section 25180.7 of the
Health and Safety Cade has been made, and the site has been placed on the list
of contaminated sites in San Joaquin County which is maintained by PEES/MM-
PSS/MM has been designated by the State of California Water Resources Control
Board (SWRCS) as the local agency overseeinq the investigation of leakinq
UST9. Pursuant to Section 25299.37 (ESC), "dischargers" must take corrective
action in response to the unauthorized release.
Please be advised that PHS/MM will be utilizing the SWRCS "Prioritization
System for Leakinq Underground Storage Tank Sites' ranking list in order to
prioritize all the contaminated sites. The "Prioritization System" has
established criteria to distinguish between High Priority Sites, Moderate
Priority Sites, and Low Priority Sites. Site specific conditions which
influence the placement within the raakinq system are, for example, depth to
groundwater, proximity to a drinking water source (municipal or domestic
well) , the extent of soil contamination, and the site's clean up funding
availability.
Based upon the priority ranking, you will be directed to begin the required
investigation. However, given the conditions for the prioritization, wherever
possible pos/ESD will work with you to coincide enforcement directives in
conjunction with secured clean up fundinq. If you have any questions, contact
the PHS/EHa Site Mitigation Unit for further information at (209) 46a-3450.
If your tank removal was recent and you are not planning any remedial
activities within 90 days, the tank excavation should be closed. It has been
our experience that open tank excavations allow for rapid downward migration
of contaminants- Contact the appropriate buildinq department for specific
requirements that may be necessary prior to filling with pea gravel and/or
compacting the tank excavation with clean fill soil.
Before receivinq a PUS/MW corrective action directive and in order to receive
A I)ivWm of Sm JO"WR Cmuty Health Crre-%'v t•c
