PHS/EHD considers this site to require <br /> emergency measures because of the volume of product released (approximately 8,500 gallons <br /> of gasoline) the shallow depth to groundwater (approximately 13 feet below ground surface) <br /> and the high population of students and residents in the area of the facility. There are three <br /> nearby pre-schools which while not requiring public participation may be impacted if the <br /> subsurface concentrations are not reduced prior to tank removal. PHS/EHD provided the <br /> nearby pre-schools with a fact sheet (copy enclosed) to explain the recent events at the site. <br /> PHS/EHD considers the current situation to be a public health emergency. <br /> PHS/EHD has been informed that Shell considers tank removal at this time as potentially <br /> dangerous due to explosive concentrations of vapors in the subsurface adjacent to the tanks. <br /> Shell initiated emergency installation of two recovery wells adjacent to the tank area and <br /> after free product removal started-up a vapor extraction pilot test to begin petroleum vapor <br /> abatement. PHSIEHD requests that the San Joaquin Valley Unified Air Pollution Control <br /> District waive the requirement to postpone start-up of the vapor extraction system until the <br /> 30 day public participation period has been completed. The kindergarten through sixth grade <br /> portion of the nearby school, Montessori Children's House, is currently on vacation until <br /> January 2, 1995. PHS/EHD has been informed that the owner's of the school do not have <br /> any objection to the operation of the system during the Winter Holiday. <br /> A Division of San Joaquin County Health Care Services <br />
