PUBLIC HEALTH SERVICES o
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION y: -
Ernest M. Fujimoto, M.D., M.P.H., Acting Health Ofn3.
445 N. San Joaquin Street • P. O. Box 388 • Stockton, CA 95201.
209/468-3420
q :99z'
SEYED SADREDIN
SAN JOAQUIN VALLEY UNIFIED AIR POLLUTION CONTROL DISTRICT
1999 TOULUMNE STREET, SUITE 200
FRESNO CA 93721
Re: Shell Station
2575 Country Club Blvd
Stockton CA 95204
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has
reviewed information pertaining to the catastrophic release which occurred on December 7,
1994 at the Shell facility located at 2575 County Club Blvd and has the following comments
for your consideration.
PHS/EHD has evaluated the situation and considers all necessary actions to reduce the
concentrations of vapors to be emergency measures. PHS/EHD considers this site to require
emergency measures because of the volume of product released (approximately 8,500 gallons
of gasoline) the shallow depth to groundwater (approximately 13 feet below ground surface)
and the high population of students and residents in the area of the facility. There are three
nearby pre-schools which while not requiring public participation may be impacted if the
subsurface concentrations are not reduced prior to tank removal. PHS/EHD provided the
nearby pre-schools with a fact sheet (copy enclosed) to explain the recent events at the site.
PHS/EHD considers the current situation to be a public health emergency.
PHS/EHD has been informed that Shell considers tank removal at this time as potentially
dangerous due to explosive concentrations of vapors in the subsurface adjacent to the tanks.
Shell initiated emergency installation of two recovery wells adjacent to the tank area and
after free product removal started-up a vapor extraction pilot test to begin petroleum vapor
abatement. PHSIEHD requests that the San Joaquin Valley Unified Air Pollution Control
District waive the requirement to postpone start-up of the vapor extraction system until the
30 day public participation period has been completed. The kindergarten through sixth grade
portion of the nearby school, Montessori Children's House, is currently on vacation until
January 2, 1995. PHS/EHD has been informed that the owner's of the school do not have
any objection to the operation of the system during the Winter Holiday.
A Division of San Joaquin County Health Care Services
