Box 388 + Stockton, CA 95201-0388 4trF6Ra <br /> 209/468-3420 <br /> MEMORANDUM <br /> TO: Interested Parties <br /> FROM: Mary Meays, Senior RENS <br /> DATE: December 16, 1994 <br /> RE: Country Club Shell located at 2575 County Club Blvd, Stockton <br /> History <br /> On December 7, 1994, San Joaquin County, Public Health Services Environmental Health Division <br /> (PHS/EHD) was notified that gasoline was released from underground storage tanks on site. The <br /> tanks in question no longer contain gasoline products. It was estimated that approximately 8,500 <br /> gallons of gasoline was discharged into the environment. <br /> On December 10, 1994, ShelI's consultant, Fugro, was on site to install a recovery well. Gasoline <br /> recovery was initiated and approximately 400 gallons of water and product was removed and <br /> transported off site. <br /> On December 11, 1994 and December 12, 1994, gasoline recovery continued and approximately 350 <br /> gallons (150 on 12/11 and 200 on 12/12) of water and product was removed and transported offsite. <br /> On December 13, 1994, an additional recovery well was installed and vapor extraction was initiated. <br /> It is estimated that by using the two wells, approximately 50 gallons of product are recovered daily. <br /> The recovery of vapors occurs when a vacuum is placed on the recovery wells. The vapors are then <br /> destroyed by an engine which burns the vapors. The destruction efficiency has been estimated by <br /> Fugro to be 99.99 % based on initial air sampling. Air samples have been collected daily since the <br /> vapor extraction system was started-up. The vapor extraction treatment unit is located within a <br /> fenced area. PHS/EHD has been informed that at least daily Fugro has sent a staff person to the site <br /> to monitor the system. <br /> Future plans <br /> Fugro is in the process of extending the permit from the San Joaquin Valley Unified Air Pollution <br /> Control District to operate the vapor extraction system. The current permit is expected to expire on <br /> December 18, 1994. PHS/EHD has requested that additional vapor extraction wells be installed to <br /> enhance the rate of gasoline recovery. The target date is January 14, 1995 for Shell Oil to submit a <br /> plan to remove and replace the underground storage tags. The target date is February 1, 1995 for <br /> tank removal and replacement.
