Wilmington Ave. <br /> Carson, CA 90810 <br /> Subject: Former Shell Service Station <br /> 2575 Country Club Boulevard <br /> Stockton, CA 95204 <br /> The San Joaquin County Environmental Health Department (EHD) has received and reviewed <br /> Groundwater Monitoring Report-Fourth Quarter 2013, dated 03 January 2014, and Groundwater <br /> Monitoring Report-First Quarter 2014, dated 15 April 2014, prepared and submitted by your <br /> consulting firm , Contestoga-Rovers & Associates (CRA), on your behalf for the above- <br /> referenced site. In addition, CRA submitted the following data calculations and data by email <br /> dated 06 March 2014: time to reach water objectives, residual contaminant mass estimates and <br /> an analytical report for a special sampling event dated 11 April 2014. The data and report was <br /> submitted in response to an EHD email dated 09 October 2013 in which the EHD had <br /> requested , in accordance with California Valley Regional Water Quality Control Board <br /> (CVRWQCB) requirements , that this information be submitted in order for the site to be <br /> considered for closure. <br /> The information submitted is currently under review by the EHD and the EHD will provide <br /> comment once completely reviewed . In addition to the information already submitted, please <br /> provide the EHD a professional opinion , supported by a suitable contaminant migration model <br /> based on site-specific data, that model based on-site data and professional opinion that the <br /> local water supply wells will not be impacted in the future and show that benzene in soil on site <br /> poses minimal hazard risk for direct contact and exposure to outdoor air for a commercial site. <br /> A ground water extraction (GWE) remediation system is still onsite that has been inoperative <br /> since October 2008 due to technical issues. Subsequently, monitored natural attenuation <br /> (MNA) has been evaluated and CRA submitted Natural Bioattenuation Evaluation , dated 13 <br /> March 2013 . Based on their evaluation , CRA concluded that MNA appeared to be a valid <br /> remedial approach for this site. Although , the report submitted by CRA was inconclusive, EHD <br /> recommends that the GWE remediation system be removed from site. <br /> The EHD will be preparing a Case Closure Summary to Submit to the CVRWQCB for closure <br /> notification once all data has been reviewed. The CVRWQCB will have thirty days to respond to <br /> the closure recommendation by the EHD. <br />
