This letter is in response to the statements in the work plan that the GWE <br /> round water extraction) system was shut down on October 14, 2003 when the <br /> (9 Stockton, The GWE will <br /> discharge permit conditions were changed by the City of <br /> Stoc <br /> remain shut down until we are able to obtain a suitable discharge permit, as well <br /> as the statement in the Ground Water Monitoring Report — Fourth Quarter 2003, <br /> " In an attempt to continue ground water cleanup at the site, Cambria will apply for <br /> an NPDES permit". <br /> In a conversation with the City of Stockton (COS) Municipal Utilities District <br /> (MUD ) , EHD was informed that Shell failed to notify them that the water being <br /> discharged to their sewer system contained not only MTBE but other fuel <br /> oxygenates (TAME , TBA) . MUD does not allow water that has detections of <br /> oxygenates in it to be placed in their sewer system . Therefore , Shell is no longer <br /> discharging contaminated water to the COS sewer system . <br /> If discharge requirements for the City of Stockton sewer cannot be met and the <br /> extracted water cannot be disposed of as approved in the Remedial Action Plan <br /> (RAP ) , then Shell is hereby directed to dispose of the extracted ground <br /> a water by hauling it off to an approved facility. <br /> EHD has discussed this site with the Central Valley Region Water Quality Control <br /> Board (CVRWQCB) and has been advised that Cambria has not applied for an <br /> NPDES permit. <br />
