The FRP was <br /> requested by the San Joaquin County Environmental Health Department (EBD) in an <br /> October 21 , 2008 letter to Shell (Attachment A). A discussion of in-situ chemical oxidation <br /> (ISCO) and an implementation plan are presented below. In addition, EHD requested <br /> information to demonstrate the existing monitoring well network is adequate for plume <br /> delineation. This information is also presented below. <br /> SITE DESCRIPTION <br /> The subject site is located on the northeastern comer of the intersection of Country Club <br /> Boulevard and Plymouth Road in Stockton, California (Figures 1 and 2). The site was formerly a <br /> Shell-branded service station which ceased operation during the spring of 2004. Shell <br /> subsequently sold the station and it is now operating as a 76 service station. The former site <br /> layout included two generations of underground fuel storage tanks (USTs). The first generation <br /> USTs were located in the southeastern portion of the site, and the second generation USTs were <br /> located in the southwestern portion of the site. The former station layout also included four <br /> dispenser islands, a station building and a waste oil tank. The subject site is located adjacent to, <br /> and east of, Interstate Highway 5 in a residential area of Stockton. <br /> Shell operated a groundwater extraction system at the site for several years until the City of <br /> Stockton's sewer discharge permit became too restrictive. Shell received two notice of violations <br /> from the City of Stockton for discharging tertiary butyl alcohol (TBA) to the sewer at levels in <br /> excess of the discharge permit limit (non-detect).
