PERMIT/SERVICES <br /> January 11, 2006 <br /> Mr Richard Stiffler <br /> OMI-Thames Water Stockton, Inc <br /> 2516 Navy Drive <br /> P O Box 6249 <br /> Stockton, California 95206 <br /> Re December 2005 Self-Monitoring Report <br /> Former Shell Service Station <br /> 2575 Country Club Boulevard <br /> Stockton, California <br /> Incident 98996184 <br /> SAP 136144 <br /> Dear Mr Stiffler <br /> On behalf of Equilon Enterprises LLC dba Shell Oil Products US, Cambria Environmental <br /> Technology, Inc (Cambria)presents this self-monitonng report for the referenced site <br /> • GROUNDWATER EXTRACTION (GWE) SYSTEM DESCRIPTION <br /> The GWE and treatment system design includes pumping from one existing monitoring well <br /> (RW-IA) using a pneumatic submersible pump and treatment by four granular activated-carbon <br /> vessels in series prior to discharge into the sanitary sewer Discharge is authorized under a City of <br /> Stockton wastewater discharge permit originally issued on October 23, 2000 and revised on <br /> June 28, 2002 The City of Stockton issued a revised self-monitoring sample program in a letter <br /> dated October 10,2003 The permit has been renewed,with some revised terms and conditions,as of <br /> November 1, 2005 A detailed description of the site and GWE system is included in Cambria's <br /> Groundwater Extraction System Installation Report dated July 27, 2001 <br /> Monthly Flow Data No discharge of groundwater occurred during December 2005, and monthly <br /> self-monitoring samples were not collected for this period <br /> Discussion Most of the GWE system equipment,excluding the carbon treatment vessels,was stolen <br /> Cambria from the site between November 21 and November 28,2005,rendering the system inoperable Since <br /> Environmental GWE system redesign plans are already underway, no discharge will take place until the new GWE <br /> Technology,Inc <br /> system is installed The new system will be built to comply with the revised permit requirement for <br /> Oollis street hard piping, except for the connections between carbon treatment vessels <br /> Suite A <br /> Emeryville LA 94608 <br /> Tel(510)420-0700 <br /> Fax(510)420-9170 <br />
