Jeff Granberry <br /> September 26, 1995 ( 9447-8620) <br /> Perform regulatory UST closure sampling <br /> Excavate pre-characterized soil and haul to an appropriate landfill for disposal <br /> Install a six-inch diameter, 30-foot deep recovery well in the former UST basin <br /> 1.2 Scope <br /> The completed scope of work is summarized below and was performed in accordance with <br /> Fugro's standard operating procedures (SOPS) which are included in Appendix A All soil <br /> samples collected during the field work were submitted to Sequoia Analytical of Sacramento, <br /> California, a state-certified analytical laboratory <br /> C Fugro personnel supervised Gregg Drilling of Martinez, California, decommission wells <br /> MW-1 and RW-1 on May 1, 1995 These wells were inside the estimated Iimit of UST <br /> excavation, based on prior investigations and physical boundaries such as structures and <br /> property Iines <br /> On May 2, 1995, Fugro personnel observed the removal of two 5,000-gallon and two <br /> 8,000-gallon single-walled, steel USTs by American Construction and Environmental <br /> Services,Incorporated, (American Construction) of Livermore, California The seven-foot <br /> diameter USTs had been set at approximately 1 I feet below grade (fbg) and covered with <br /> fill <br /> Fugro personnel observed American Construction remove I044 cubic yards (yd') of soil <br /> containing petroleum hydrocarbons from the former UST basin between May I and <br /> May 5, 1995 (Figure 3) The excavated soil vapors were frequently monitored with a <br /> photoionization detector (PID) The excavation was expanded until PID readings did not <br /> detect petroleum hydrocarbons or the pre-determined excavation boundaries were <br /> encountered <br /> During soil excavation and loading activities, vapor emissions were monitored with a PID <br /> to ensure that the health of the workers and general public was not being compromised <br /> The San Joaquin County Public Health Services, Environmental Health (SJCPHS/EHD) <br /> approved procedure was proposed in the April 17, 1995, Emission Control During <br /> Underground Storage Tank (UST) Removal Workplan The workplan proposed action <br /> levels for contingency abatement measures Air monitoring did not demonstrate the need <br /> to implement contingency measures Appendix B includes logs of the air monitoring <br /> activities <br /> G Fugro personnel collected compliance soil samples from the former UST basin on May 4 <br /> . and May 5, 1995 The soil samples were collected at locations specified by a <br /> SJCPHS/EHD representative <br /> 94478620 ARP - 2- <br />
