,( S <br /> PUBLIC NOTICE <br /> Fact Sheet: March 28, 2014 <br /> Case Closure for Leaking Underground Storage Tank (UST) Site <br /> 7-Eleven, Inc., on behalf of the San Joaquin County Environmental Health Department (SJCEHD), invites <br /> public comment regarding the SJCEHD's consideration to grant regulatory closure for the leaking <br /> underground storage tank (LUST) case at the subject site (Site). <br /> SUBJECT SITE: 7-11 Store #14117 <br /> 2725 Country Club Boulevard,Stockton, San Joaquin County, California <br /> GeoTracker Global ID #T0607700458 <br /> SJCEHD Case Number: 1073 <br /> PUBLIC COMMENT PERIOD: 60 Days-March 28, 2014 through May 27, 2014 <br /> CASE SUMMARY: <br /> The SJCEHD, in cooperation with the responsible party (7-Eleven) and Stantec Consulting Corporation <br /> Inc. (Stantec), have evaluated soil and groundwater conditions, and health concerns at the Site that <br /> resulted from unauthorized releases of gasoline from underground storage tank (UST) systems formerly <br /> utilized for fueling operations at the Site prior to the 1998 UST system upgrade. Based on analysis of soil <br /> and groundwater samples collected between 1998 and 2003, it was estimated that approximately 74 <br /> gallons of total petroleum hydrocarbons as gasoline (TPHg) were potentially present in the soil and <br /> approximately two gallons of TPHg were potentially present in the groundwater prior to remedial <br /> activities.The dissolved hydrocarbon plume was limited in extent to the area immediately surrounding <br /> the southern portion of the 7-Eleven facility and significant contamination did not extend across Country <br /> Club Boulevard to the south. <br /> Remedial actions consisting of bi-weekly to monthly oxygen injections from April 2009 through March <br /> 2013 have reduced mass to very low concentrations in both the soil and groundwater. Based on the <br /> most recent soil and groundwater sampling data, it is unlikely that significant amounts of hydrocarbons <br /> remain present in soil, and less than 0.01 gallons of petroleum hydrocarbons remain dissolved in <br /> groundwater. In addition, any remaining mass present at the Site should continue to decrease without <br /> additional mitigation as the extent of the plume remains stable. <br /> Based on existing soil and groundwater data, the Site is eligible for case closure as detailed in the Low- <br /> Threat Underground Storage Tank Case Closure Policy (LTCP).The SJCEHD concurs with the closure <br /> recommendation presented by 7-Eleven, Inc.and Stantec. In accordance with the requirements of the <br /> LTCP, this fact sheet has been prepared to provide notification to the public of the pending case <br /> closure.The SJCEHD will consider any comments received during this time period while determining if the <br /> case should be closed or if site-specific conditions warrant otherwise. <br /> WHERE TO GET MORE INFORMATION <br /> Site information can be obtained from the GeoTracker website at: <br /> http://Qeotracker.waterboards.ca.gov/.
