Louise <br /> Lathrop, CA <br /> San Joaquin County Environmental Health Department (EHD) has reviewed the <br /> May 9, 2003, work plan and the May 28, 2003, letter prepared on your behalf by <br /> Condor Earth Technologies for the above referenced site. <br /> The letter requests closure of the underground storage tanks (USTs) removed in <br /> 1986 and 1987. The lateral and vertical extent of soil and groundwater <br /> contamination in this area has not been defined and the investigation to date is <br /> limited. Therefore, EHD does not agree to closure of the USTs in this area. <br /> Some soil excavation was performed in 1986 and 1987. Soil samples were <br /> collected from the excavations and MW17 and MW18. The deepest soil sample <br /> collected was from 10 feet below surface grade during the 1987 excavation (E2) <br /> and that sample was contaminated. Although, the 1986 and 1987 reports show <br /> the groundwater gradient to be towards MW17 and MW18, which are south of <br /> the former UST locations, there are only two wells so the gradient cannot be <br /> calculated in this area. The quarterly reports from an investigation at this site in <br /> which the Central Valley Regional Water Quality Control Board is the lead <br /> agency, show the gradient to be east/northeast. The work plan proposes <br /> collecting water samples from MW17 and MW18, which EHD had requested in <br /> our April 11, 2003, letter. This work is approved as a phase of continuing <br /> investigation. Results from the water samples from these two wells will be used <br /> to evaluate the further investigation that will be required for this area. <br /> The work plan also proposes five direct push borings in the area of the 1997 UST <br /> removal area with collection and analysis of soil and groundwater samples. This <br /> work is also approved. If you would like to submit an addendum to the work plan <br /> and propose some direct push borings in the area of the 1986 and 1987 UST <br /> removals, to demonstrate definition of the contamination in that area, please <br /> submit it with the well permit application and $89 permit fee that is required to <br /> proceed with the work in the area of the 1997 UST removal area. <br />
