(Condor) for two underground storage tank <br /> (UST) sites at the above referenced facility. Site maps for each of the two UST sites are included in the <br /> work plan. The work plan is submitted in response to your April 11, 2003 letter to Mr. Mike Bowles, <br /> formerly with Pilkington North America (PNA). Your letter requested the submittal of the work plan by <br /> June 1, 2003 to describe monitor well sampling at the site associated with the 1986 and 1987 underground <br /> storage tank(UST)removals and groundwater investigation at the 1997 UST removal site. <br /> On behalf of PNA, Condor respectfully requests closure of the site associated with the 1986 and 1987 <br /> UST removal. Woodward-Clyde Consultants (WCC)recommended site closure in their October 9, 1987 <br /> report. WCC based their recommendation on field observations of the contamination extent and soil and <br /> groundwater sample results during the soil and groundwater investigation and soil remediation they <br /> conducted in 1986 and 1987. In the letter to Libbey Owens Ford from San Joaquin County (SJC) dated <br /> October 14, 1997, SJC requested the submittal all site information to the SJC for review regarding <br /> previous site characterization and indicated that it recognized that some previously assessed sites may be <br /> candidates for closure. PNA believes that the above referenced report prepared by WCC and submitted to <br /> the SJC by PNA satisfied that request. Although groundwater monitor well sampling at the site is <br /> included by Condor in the attached work plan at your request, PNA believes that site closure is <br /> appropriate and the monitor well sampling is not necessary.
