8720019-1 CON-1 <br /> INTRODUCTION " <br /> In September of 1986, Libbey-Owens-Ford (LOF) Company retained Woodward- <br /> Clyde Consultants to assist them in the assessment and remediation of <br /> subsurface soil contamination identified during the removal of an idle 550- <br /> gallon underground gasoline storage tank. The exhumed tank was located <br /> adjacent to a larger, 5,000-gallon storage tank which was to remain in <br /> service. During removal of the smaller tank, hydrocarbon odors were <br /> detected in the surrounding soils, prompting further investigation. <br /> Subsequent soil sampling confirmed the presence of contamination, and on <br /> October 13, 1986, an initial excavation was made to remove the contaminated <br /> soil. Samples were then taken from the sides and bottom of the excavation <br /> to evaluate the effectiveness of the remediation. Two monitoring wells <br /> (MW-17 and MW-18) were also installed downgradient of the storage tanks to <br /> assess the presence of any free floating or dissolved hydrocarbons, with <br /> both soil and water samples taken from each well . <br /> The results of the initial investigation and remediation are detailed in <br /> our report to LOF of November 13, 1986. The report concluded that, <br /> although the majority of contaminated soil was removed, the loading dock <br /> driveway to the south and remaining tank to the west of the excavation <br /> prevented complete removal of all contaminated material. Some soil and <br /> groundwater contamination was discovered in MW-17, while neither was <br /> detected in MW-18. Locations of the tanks, initial excavation, sampling <br /> points and monitoring wells are shown in Figure 1. <br /> The remaining tank was later tested for integrity, but the results were <br /> found to be inconclusive. LOF then decided to avoid further potential <br /> risks and remove the tank as well as any contaminated soil left in place <br /> following the initial excavation. This report, therefore, summarizes the <br /> activities conducted during the subsequent tank removal and soil <br /> excavation, and discuss the results and conclusions reached: <br /> I <br /> -1- i <br /> i <br />
