Box 388
Stockton, CA 95201
Re: Diesel Tank Supply Line Release: Report on Progress
Dear Mr. Rowe:
Enclosed is a Preliminary Site Investigation Report (Report), dated August 21,1996 as it
relates to a diesel fuel release associated with underground supply line piping from an
aboveground storage tank to a standby generator, located at the Libbey-Owens-Ford Co.
(LOF) in Lathrop, CA. LOF has contracted with the consulting firm Condor Earth
Technologies to assist in the coordination of LOF's response to this release. As the Report
discusses, LOF has been removing diesel product from the excavation site. This free
product removal action will continue as long as product can be recovered and the site
remains intact.
LOF is currently studying a number of options to further characterize the site. I LOF will
forward a proposed workplan to San Joaquin County Public Health Services (PHS) upon
completion of the site characterization workplan. At this time, LOF believes it appropriate
for PHS to continue as lead agency in this matter.
In the interim, if you have any questions or concerns regarding this matter, please contact
me at 858-6202.
Sincerely,
Jon Weiss
Environmental Coordinator
cc: Mr. Robert Job - Condor Earth Technologies
0
PILKINGTON
