Oz : <br /> At 7 : 00 am Monday, May 4 , 1992, an oil release was discovered <br /> next to the #5 Fuel Oil pump pad at the back of our Libbey Owens <br /> Ford Company Lathrop facility located at 500 E. Louise Ave , <br /> Lathrop, Ca. The boiler operator immediately notified the <br /> Technical Laboratory of the release . Fortunately, Petroleum <br /> Recycling Corporation ( PRC) was present at site to remove the #5 <br /> Fuel Oil from its tank for replacement with diesel fuel as <br /> was previously planned. it was decided to get a vacuum truck <br /> from PRC to suction as much oil as possible off the soil . <br /> Mr . Blake Lambert, president of Lambert Construction <br /> Environmental was brought in by PRC to assist and provide <br /> recommendations for clean up. <br /> According to Libbey Owens Ford inventory, the oil tank contained <br /> approximately 34 , 000 gallons of #5 Fuel Oil on Friday, May 1, <br /> 1992 . On Monday, May 4th, PRC removed 22 , 530 gal . from the tank <br /> following the release. Accordingly, approximately 11, 470 gallons <br /> was released to the soil . PRC vacuumed approximately 2, 261 <br /> gallons off the surface of the soil leaving approximately 9209 <br /> gal . unaccounted for and likely contained in the soils within the <br /> release area. The Petroleum Recycling Corporation ( PRC) <br /> transported all of the liquid oil to PRC Patterson in Patterson, <br /> Calif. The State Manifest Document Number is 91691402 . <br /> Lambert Environmental initiated the excavation and stockpiling of <br /> the contaminated soil on Monday, May 4th. The soil is being <br /> placed on plastic and covered with plastic . The excavation will <br /> continue until no visible contaminated areas remain. Sampling <br /> will then be done in coordination with Ms . Patricia Leary of the <br /> California Regional Water Quality Control Board in order to <br /> confirm the clean up. <br /> The release appears to be the result of a broken seal on the <br /> recirculation pump which was being operated to warm the oil in <br /> C <br /> PI LKI NGTON <br />
