Woodward-Clyde Consuitants
California Water Quality Control Board
March 14, 1985
Page Three
5. Remedial Action Design A variety of alternative cleanup
techniques may be appropriate for remediation of this incident.
These alternatives include passive product recovery from one or
more wells, containment and recovery using a water table
depression pump and a product recovery pump. Use of the existing
industrial wastewater treatment plant for disposal of any
produced water is being explored. It is anticipated that
recovered product will be recycled. Alternative analysis will
include consideration of degree of cleanup desired, recovery time
requirements, and cost effectiveness. In the period during which
the above described work is taking place, we have advised LOF to
continue their existing program of oil and water recovery from
the excavation at the leak point with some modifications to
improve efficiency and safety. These modifications include
enlargement of the existing collection sump in the excavation,
use of a different type of pump and an increase in the pump cycle
time. Shut in of the shallow well will be continued.
We are prepared to begin our investigations immediately, and look forward
to your response to our planned approach. We will be in contact with you
in the immediate future. In the interim, please feel free to contact me
should you have any comments regarding this plan or actions taken to date.
We look forward to your cooperation in the timely remediation of this
incident.
Sincere X/W&
Robert W. Castle
Senior Project Engineer
RWC:rm
