IAF Glass
Libbey-Owens-Ford Company
September 22, 1986
Ms. Antonia Vorester
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
3201 S Street
Sacramento, California 95816-7090
Dear Ms. Vorester :
Please find enclosed our consultant's report , INVESTIGATION OF
SUBSURFACE CONTAMINATION AT LOF STRAW OIL TANK FARM. We concur
with the conclusions and recommendations of this report .
As you are aware we are in the process of starting up our new
air autoclave windshield production system. Since this system
envolves a technology new to us, it is important that we be
confident about it's capability before we dismantle the old oil
system. We therefore plan to retain the tanks and associated
equipment until it is ecconomicaly advisable to remove them. For
this reason we request we be allowed to leave the contaminated
soil in place until the tanks are removed. We will continue to
maintain the isolation/extraction system during this period as we
now do with the extraction system from the January 1985 spill .
Very truly yours,
James A.Me e
Plant Manager
onald Quiuic rp' /►
Technical Services Coordinator Iljj V(tll
SEP 2 6 %b
Re ENVIRO4r HEALTH
Regional Administrator FERrviIT^7AL H
U.S. EPA Region IX /SERVICE$
215 Fremont Street
San Francisco, CA 94105
Attn : ENCMR
Mr .
