Box 128 <br /> Lathrop, CA 95330 <br /> HYDRAULIC OIL GROUND WATER PLUME DEFINITION,WAREROOM AREA, <br /> LIBBEY-OWENS-FORD (LOF) COMPANY, SAN JOAQUIN COUNTY <br /> We have reviewed the 1995 third quarter monitoring report for the wareroom area at your facility in <br /> Lathrop, San Joaquin County. The monitoring report shows that hydraulic oil has been consistently <br /> detected for three consecutive quarters in monitoring well E-1 since monitoring began in December <br /> 1994. <br /> As you know, the Board's 27 June 1994 letter requested LOF to install additional monitoring wells to <br /> define the extent of the hydraulic oil contamination in ground water. In response, LOF requested that <br /> definition of the contamination be postponed until after completion of four quarters of monitoring. This <br /> approach would allow confirmation of the contamination and definition of the ground flow direction and <br /> gradient. Although staff agreed to this approach, it is evident that after three quarters of monitoring, the <br /> ground water is contaminated by hydraulic oil and the ground water flows to the southeast. Thus, LOF <br /> need not await the fourth quarter results to formulate the w6rk plan. By 1 December 1995, we request <br /> that you submit a work plan to define the hydraulic oil contamination in ground water and evaluate <br /> alternatives to remediate the ground water contamination. <br /> If you have any questions, you may call me at (916) 255-3049:--- <br /> PHILIP <br /> 55-3049: -PHILIP S.
