Box 128 <br /> Lathrop, CA 95330 <br /> 1994 FOURTH QUARTER MONITORING REPORT, WAREROOM AREA, LIBBEY-OWENS- <br /> FORD (LOF) COMPANY, SAN JOAQUIN COUNTY <br /> I have reviewed the 1994 fourth quarter monitoring report for the wareroom area at your facility in <br /> Lathrop. My comments are presented below. <br /> 1. Monitoring and Reporting Program No. 94-815 requires reporting the hydrocarbon range for total <br /> petroleum hydrocarbons (TPH) as diesel, hydraulic fluid, and kerosene. This was not included in <br /> the report. <br /> 2. The laboratory QA/QC report should be included in the laboratory report. <br /> 3. The laboratory sheets show the detection limits for TPH as diesel and kerosene (TPHd/k) as 0.1 <br /> mg/I or 100 µg/1 and hydraulic fluid as 1 mg/I or 1,000 µg/1. The Tri-Regional Guidelines specify a <br /> practical quantitation limit (PQL) of 50 µg/1 for TPHd/k. As stated in the guidelines, a majority of <br /> the Department of Health Services Certified Laboratories surveyed by the Board can attain this <br /> PQL. The guidelines also state that when the PQLs are not achieved, an explanation of the problem <br /> should be submitted on the laboratory sheets. Since your laboratory's detection limit is twice as <br /> high than the guidelines' PQL, your laboratory should provide an explanation for the higher PQL. <br /> By 24 March 1995, please respond to the above comments.
