(LOF) hereby requests <br /> approval from the Regional Water Quality Control Board (RWQCB) to <br /> proceed with site closure activities at the aboveground fuel oil <br /> storage tank site . LOF has, under the review of the RWQCB, <br /> performed quarterly groundwater monitoring activities at this site <br /> as a component of an investigation, remediation, and monitoring <br /> program which was initiated following a fuel oil release on May 2, <br /> 1992 . <br /> LOF has removed the source of the contamination and through <br /> confirmation sampling, has demonstrated that the site has been <br /> remediated. Contaminated soils were removed at the release area <br /> and have been stockpiled on-site. Options for final disposition of <br /> these soils are currently being developed. <br /> Quarterly groundwater monitoring has been conducted from November <br /> 1992 through June 1994 . LOF believes that the groundwater <br /> monitoring program has adequately characterized the site . Copies <br /> of the quarterly groundwater monitoring reports have been regularly <br /> submitted to the RWQCB for review. <br /> LOF understands that the RWQCB generally reviews groundwater <br /> monitoring results of the four most recent quarters when <br /> considering a request for site closure. LOF has performed <br /> quarterly groundwater monitoring activities at this site since <br /> 1992, and requests that the RWQCB utilize the complete monitoring <br /> data base when considering this request for site closure. The <br /> groundwater monitoring results have indicated that Total <br /> Extractable Petroleum Hydrocarbons (TEPH) as measured by the LUFT <br /> Method, and benzene, toluene, ethyl benzene, and xylene (BTEX) as <br /> measured by EPA Method 602 are not detectable or are at <br /> concentrations slightly above laboratory reported detection limits . <br /> Additionally, the groundwater gradient in the area of the <br /> aboveground storage tank has ranged 0 . 000 ft/ft to 0 . 0035 ft/ft <br /> indicating limited groundwater migration. LOF believes that this <br /> site poses negligible risk to waters of the State of California, to <br /> the general public' s health and safety or to the environment . <br /> PI LKI NGTON <br />
