Box 128 <br /> Lathrop, CA 95330 <br /> 1993 FOURTH QUARTER MONITORING REPORT, LIBBEY-OWENS-FORD (LOF) COM- <br /> PANY, SAN JOAQUIN COUNTY <br /> I have reviewed the 1993 fourth quarter monitoring report for your facility in Lathrop, San Joaquin <br /> County. My comments are presented below. <br /> 1. Page 4 of the report states that benzene was detected at 1.5 Mcg/l in monitoring well (MW) 92-2 <br /> on 8 October and 2 November 1993. The laboratory sheets support this statement. However, <br /> Table 4 shows nondetectable (ND) benzene and 1.5 mg/l for total extractable petroleum <br /> hydrocarbons (TEPH) for these dates. Table 4 should be Corrected to reflect the correct benzene <br /> and TEPH results for these sampling dates. <br /> 2. The laboratory sheets show the detection limits for total petroleum hydrocarbons (TPH) as diesel <br /> and kerosene as 0.5 m,-/l or 500 µg/1. The Tri-Regional Guidelines specify a practical <br /> quantitation limit (PQL) of 50 µg/1 for TPHD. Thus, your laboratory's detection limit is an <br /> order of magnitude higher than the Tri-Regional Guidelines' PQL. Your laboratory should <br /> provide an explanation for the higher PQL. <br /> 3. The symbol "<" followed by the PQL is more descriptive than ND and should be used in <br /> summarizing results such as Table 4. <br /> By 21 February 1994, please respond to the above comments.
