Therefore, LOF proposes to perform quarterly water level measurements, calculate the
groundwater gradient, and collect groundwater samples for analysis from monitor wells MW-3,
MW-4, MW-92-1 and MW-92-2 (if possible) on a quarterly basis, for a period of one year
(First Quarter of 1993 through the Fourth Quarter of 1993). If, after the one year monitoring
period, no detectable levels of petroleum hydrocarbons are determined to be present in the
samples obtained from these monitor wells, LOF will request that the RWQCB allow the
discontinuation of the groundwater monitoring and close the site.
LOF believes that to date, it has taken all necessary and appropriate steps in its response to the
fuel oil release at the Lathrop site. Accordingly, LOF requests that the RWQCB provide a
response to LOF's proposal to proceed as described above. LOF is committed to working with
RWQCB to ensure that all reasonable mitigative measures are taken to ensure that any potential
threat to human health or the environment remains fully abated.
Should you have questions or comments regarding this matter, please contact Chuck
Baumgartner, of my staff, at (419) 247-3746, Jon Weiss, Lathrop Environmental Coordinator,
at (209) 858-6202, or me at (419) 247-3715. Thank you for your attention to this matter.
Sincerely,
/v
-141
 F. T
John R Keil, anager td-1 L
Environmental Affairs
attachments
