Box 799 <br /> Toledo, Ohio 43697-0799 <br /> PHASE 2 REPORT, ADDITIONAL EXCAVATION AND QUARTERLY MONITORING REPORT, LIBBEY- <br /> OWENS-FORD (LOF) COMPANY, SAN JOAQUIN COUNTY <br /> Thank you for your 29 January 1993 letter which transmitted the report Fuel <br /> Oi7 Release: Soil and Ground Water Hydrocarbon Contamination Assessment, Phase <br /> 2 Report, Additional Excavation and Quarterly Ground Water Monitoring. <br /> We concur with the report's conclusion that the soils impacted by the fuel oil <br /> release have been removed and ground water, based on monitoring wells sampled, <br /> does not contain detectable levels of petroleum hydrocarbons. However, as <br /> shown in Figure 2 of the report (copy attached) , there is no monitoring well <br /> placed directly downgradient of the spill area. Therefore, we request that <br /> you submit by 13 April 1993, a work plan for installation of a monitoring well <br /> in this area. Also, as agreed upon by Mr. Jon Weiss of LOF and myself, LOF <br /> will submit by 22 March 1993 a proposal for disposition of the excavated <br /> contaminated soils currently stockpiled onsite. <br /> If you have any questions, please call me at (916) 255-3049. <br /> PHILIP S.
