0 0 <br /> Mr. John Kiel -2- 29 October 1992 <br /> We also need a site map(s) with a convenient scale which shows the location of <br /> the facility, appurtenant facilities (tank farm, wastewater reservoir, etc. ) , <br /> and excavation and borrow areas. Is wastewater being applied to the borrow <br /> area? If so, will excavation in the borrow area create a pond for wastewater <br /> disposal? If a pond is to be used for wastewater disposal , LOF must obtain <br /> revised waste discharge requirements. <br /> 4. The letter proposes to resample MW-92-2 for TEPH; evaluate field observations <br /> during excavation of polluted soils; close the site if the previous two actions <br /> show no contamination; if contamination is detected, install a MW in the <br /> excavation and sample the five MWs in and around the spill area quarterly for a <br /> year; and close the site if contamination is not detected. <br /> It has been three months since MW-92-2 was last sampled. It and MWs 92-1, 3, <br /> and 4 are due for another sampling round. If the next round of sampling shows <br /> contaminants are present, you must resample the wells showing positive results <br /> within one week. If results are confirmed, you must submit within thirty days <br /> of confirmation a work plan for definition of the extent of ground water <br /> contamination. <br /> Field observations are not adequate to determine if excavation has been suffi- <br /> cient to remove polluted soils and if ground water is polluted. Field observa- <br /> tions must be confirmed with laboratory testing. If results show pollution, a <br /> remedial action plan must be submitted to the Board. If results show nondetect- <br /> able levels of pollutants, then the excavation can be backfilled. However, you <br /> will be required to continue the quarterly monitoring program to ascertain <br /> whether the fuel storage in the tank farm is causing degradation of ground water <br /> quality. <br /> In summary, we request that you perform the following tasks according to the <br /> schedules shown: <br /> TASK DUE DATE <br /> 1. Submit a response to items 1 and 2 20 November 1992 <br /> 2. Take discrete soil samples in the borrow area 20 November 1992 <br /> 3. Submit results from the borrow area sampling 18 December 1992 <br /> 4. Sample MWs 92-1 , 92-2, 3, and 4 13 November 1992 <br /> 5. Submit results of well sampling 11 December 1992 <br /> 6. Resample wells showing pollutants 14 days from detection <br /> 7. Submit results of resampling 30 days from sample date <br /> 8. Submit a work plan to define the extent of 30 days from verification <br /> contamination <br />
