Box 799 <br /> Toledo, Ohio 43697-0799 <br /> SITE ASSESSMENT WORK PLAN FOR THE FUEL OIL RELEASE, LIBBEY-OWENS-FORD (LOF) <br /> COMPANY, SAN JOAQUIN COUNTY <br /> We have reviewed the work plan for assessment of the impact of the fuel <br /> release to soil and ground water at LOF' s facility in Lathrop, and your 12 <br /> August 1992 letter which provides an update on the actions taken to date. The <br /> work plan proposed to sample existing monitoring wells (MWs) in the vicinity <br /> of the release area and recommended that MWs 1 through 10 be redeveloped and <br /> sampled. The work plan also included installation of six soil borings and <br /> three MWs. According to your 12 August letter, this work plan has been <br /> implemented. However, the following comments either still are relevant or <br /> should be applied to future work at the site. <br /> 1. Page 2 of the work plan states that excavated contaminated soils were <br /> stockpiled immediately to the east of the spill area. Is the stockpile <br /> area lined, cemented, or paved? What is the final disposition of the <br /> contaminated soils? If the contaminated soils are stockpiled in an <br /> unlined or unpaved area, soil samples shall be taken when the contami- <br /> nated soils are removed for disposal . This is to ascertain whether <br /> stockpiling of contaminated soils resulted in contamination of the under- <br /> lying area. <br /> 2. Page 3 states the soil samples were sealed with aluminum foil . In the <br /> future, soil samples to be analyzed for volatile compounds should be <br /> sealed with Teflon tape which provides a much better seal . <br /> 3. Page 4 states there are ten existing MWs in the vicinity of the spill <br /> area. However, the work plan does not describe the purpose of these <br /> wells. Therefore, we request that you provide us some background <br /> information as to why the wells were installed, a copy of the MW <br /> installation report, and all ground water data collected from the MWs.. <br /> 4. Page 4 also states the new MWs will be surveyed to establish relative <br /> elevations of the new wells, and to relate these elevations to the <br /> existing wells at the site.
