ENVIRONMENTAL HEALTH <br /> Plant #75, Lathrop, California PERMIT/MV145 <br /> Fuel Oil Release: Work Plan - Update I <br /> Dear Ms. Cohen: <br /> By this letter and attachments hereto, the Libbey-Owens-Ford Co. (LOF) is hereby <br /> providing the California Regional Water Quality Control Board, Above Ground Storage <br /> Tank Division (RWQCB) with an update report related to LOF's, Lathrop facility fuel oil <br /> release remedial work plan, as submitted to the RWQCB on June 2, 1992. The purpose of <br /> this update report is to summarize the current status of the Lathrop site investigation and <br /> to request RWQCB's concurrence to backfill the excavation area created during the fuel oil <br /> release response activities. Condor Earth Technologies, Inc. (Condor) continues to act as <br /> LOF's consulting agent regarding the coordination of LOF's remedial activities related to <br /> this project. <br /> The Work Plan's preliminary site activities (Work Plan: Tasks 3.0 - 5.0), have to date <br /> included: i) the re-development of groundwater monitoring wells near the release location, <br /> ii) sampling and analysis of the groundwater drawn from the monitoring wells, iii) <br /> installation of several soil borings and two new groundwater monitoring wells, and iv) <br /> subsequent sampling of soil and groundwater obtained from the installation of the soil <br /> borings and the new monitoring wells. Laboratory analysis of the soil and groundwater <br /> samples are currently being performed. Also, the groundwater gradient determination <br /> exercise is expected to be completed upon completion of the well-head survey. Complete <br /> information obtained as a result of the Work Plan: Tasks 3.0 - 5.0 investigation will be <br /> presented to the RWQCB in a forthcoming update report. <br /> In addition to proposing the site investigation at the fuel oil release area, the Work Plan <br /> described the release response measures which were completed promptly after the release <br /> was discovered at the Lathrop site. The response measures included excavation and <br /> stockpiling of fuel oil contaminated soil from the release location. The Work Plan reported <br /> that soil samples were collected and analyzed from the side-walls and the bottom of the <br /> excavation area. <br /> Q0 <br /> PI LKI NGTON <br />
