Eckman : <br /> ENVIEEkOMMM11rrEN7AL HEALTH <br /> In response to Your letter and inspection report ofRZ �8JR)aCEN <br /> March respectively and to confirm our telephone conversation of <br /> April 2, 1986 we would like to make the following points: <br /> 1 . To clarify the data concerning the volumes of oil believed <br /> lost , we have previously reported 9,000 gallons for the January, <br /> 1985 spill of which 6051 gallons have been recovered. The <br /> February 23rd tank overflow could have been as much as 4113 <br /> gallons but was most likely less. We recovered 2650 gallons and <br /> believe most of the rest was removed with the soil . <br /> 2. We believe the oil remaining in the soil under the tanks is <br /> probably not from the February spill but an accumulation of years <br /> of poor housekeeping and the draining of small amounts of water <br /> from the bottom of the tanks. This practice was stopped several <br /> years ago. <br /> 3. We are deeply concerned about the possible release of this <br /> accumulated oil to the water table and agree with you that the <br /> extent of the contamination should be immediately defined. To <br /> this end we have requested Woodward-Clyde Consultants to put <br /> together a program which will include whatever is necessary to <br /> determine the extent of oil in the soil and ground water . We <br /> will be available to discuss their proposals with you the week of <br /> April 28th and upon your approval to begin drillings or <br /> excavations by June 2, 1986. <br /> 4. Woodward-Clyde will also be analyzing the remobilizing of the <br /> oil due to the fluctuating ground water level at the January 185 <br /> spill site. We have discussed with them in detail your <br /> suggestions and proposals to flush the oil from the soil . We <br /> agree with you that a new program is needed and must be <br /> implemented as soon as possible to either remove the oil from the <br /> soil or to somehow isolate the contaminated area from the <br /> environment . To this end we have requested Woodward-Clyde to <br /> develop a plan for us to accomplish these goals. We wish to <br /> discuss the details of this plan with you the week of April 28 <br /> and will implement the new technique immediately thereafter . <br /> 5. We, of course, are continuing to maintain a water table <br /> depression and are reclaiming small amounts of oil from the site. <br /> Per your suggestion we allow the level in the extraction pit to <br /> rise to a maximum on a daily basis to take advantage of the <br /> current seasonal peak in the water table to flush as much oil out <br /> 500 East Louise Lathrop,California 95330 Telephone 209 858-5151 TWX 510-762-6630 <br />
