Course <br /> j Lathrop, CA 95330 <br /> i <br /> REPORT OF RECENT INSPECTION <br /> Enclosed for your information is a report of a recent inspection of your <br /> ! wastewater treatment facilities and autoclave oil leak and spill situations. <br /> During our meeting of 3 March 1986, we discussed various issues concerning <br /> l cleanup and treatment of soils and ground water at the two autoclave oil <br /> 1 contamination sites. This letter will explain our position on those issues. <br /> .i Gary Reents' 7 November 1985 letter to you authorized you to land spread the <br /> oil-contaminated soil excavated at the site of the January 1985 oil pipelin� <br /> leak. I understand that you propose to land spread the approximately 60 yard <br /> of soil which was removed from the oil tank containment area. This oily soil <br /> can be spread over the same 2. 3 acre area and in the same manner as the soil <br /> from the 1985 excavation. The oily soil should be spread to a thickness of <br /> approximately one-half inch and disced and fertilized in the manner identified <br /> i in Woodward-Clyde's 13 August 1985 letter to you. <br /> , <br /> I understand from our conversation that Libbey-Owens-Ford (LOF) plans to have an <br /> air autoclave installed and operational by October 1986. Such a change should <br /> ? certainly improve the quality of the waste process water and should eliminate <br /> the possibility of future oil spills and leaks. I understand that further <br /> excavation could ,jeopardize the stability of the three autoclave oil tanks and <br /> excavations in the tank containment area. <br /> approve your request to delay further excav <br /> ,i _ <br /> I believe that deeper contamination of the soil and possible ground water <br /> contamination under the oil tank containment area has occurred. It is important <br /> that you define the extent of contamination in this area with borings, <br /> excavations, or wells near the containment area as practicable. This plume <br /> definition program shall be designed by a registered engineer or certified <br /> i engineering geologist experienced in such matters. Please submit your proposal <br /> to me by it April 1986. <br /> I understand that, after the ground water levels receded following the January <br /> 1985 oil leak, little, if any, oil could be detected in or on the ground water. <br /> However, once the ground water levels rose as a result of the major storm last <br /> month, free oil and oil/water emulsion appeared on and near the surface of the <br /> i <br /> I <br /> J <br />
