IAF Glass
Libbey-Owens-Ford Company
Mr . Jim Eckman
California Regional Water February 27, 1986
Quality Control Board
Central Valley Region
3201 S Street
Sacramento, CA 95816
Dear Mr . Eckman :
The following information is given too confirm our telephone
conversation of February 24 and to give additional data that may
be of concern :
1 ) On the evening of February 22/23 a sump pump failure in our
autoclave basement caused the basement to flood with water .
Power was restored and the water removed from the basement
normally.
2) On Monday morning, February 24, during routine inspection , a
pool of oil was discovered within the dirt/gravel based
containment surrounding our three autoclave oil tanks.
3) It was subsequently determined that the oil was floated out
of the tank through the manhole on top by water pumped to the
tank by the flooded autoclave basement oil sump .
4) 1681 gallons is known to be missing from the tank and another
2432 could have been added to the tank since the last inventory
was made. A maximum of 4113 gallons, therefore, may have been
spilled.
5) A total of 2650 gallons has been pumped from the containment
and sold to a recycler ,
6) A contractor is currently removing the contaminated soil from
beneath the tanks and placing it into a pile in the area where
soil from our Spill of January, 1985 is being biodegraded in the
land spreading operation approved by the CRWQCB last year . We
request , since this material is similar to the previously
contaminated soil to dispose of this soil in the identical
manner .
We await your visit of March 3, 1986 and request your advice on
how we might resolve this situation justly .
PF . wl
Very truly yours,
MAR 31981
Ronald W.
