Therefore, PNA needs to restore groundwater <br /> quality to pre-spill conditions. <br /> In conclusion, the existing data does not support a no further action determination by the <br /> Central Vlley Water Board. In addition, PNA needs to develop a work plan to investigate <br /> whether TPH from the release, including dissolved components, has migrated to deeper soil <br /> strata, define the downgradient extent of contamination, determine if site pollution is migrating <br /> off the site, and develop a plan to restore the quality of the groundwater. PNA also needs to <br /> provide the construction details and operation of the two sumps located in the interior of the <br /> facility, and specifically identify what materials are discharged to the sumps. The work plan is <br /> due 22 May 2013.
