Mr. Benson Cuthbertson - 4 - 19 March 2013
degradation of the waters of the State. Therefore, PNA needs to restore groundwater
quality to pre-spill conditions.
In conclusion, the existing data does not support a no further action determination by the
Central Vlley Water Board. In addition, PNA needs to develop a work plan to investigate
whether TPH from the release, including dissolved components, has migrated to deeper soil
strata, define the downgradient extent of contamination, determine if site pollution is migrating
off the site, and develop a plan to restore the quality of the groundwater. PNA also needs to
provide the construction details and operation of the two sumps located in the interior of the
facility, and specifically identify what materials are discharged to the sumps. The work plan is
due 22 May 2013. Questions regarding this request may be directed to myself at (916) 464-
4677 or by email at gdj`uthh@@waterboards.ca.gov.
GERALD DJU H, P.E., CEG
Chief, Federal/Private Site Cleanup Unit
cc: Ms. Adrienne Ellsaesser, San Joaquin County Env.
