Mr. Jon Weiss - 2 - 11 March 1999 <br /> groundwater that are applicable to the site are: 1) compliance with California maximum contaminant <br /> levels for drinking water,both primary and secondary; 2)no toxic chemicals in toxic amounts; 3)no <br /> chemicals in concentrations that produce adverse tastes and odors; and 4)no chemicals in concentrations <br /> that would adversely affect existing or potential beneficial uses. To be protective of all the current and ._ <br /> future beneficial uses (agricultural, industrial, and municipal) of the groundwater, LOF must clean up to <br /> the respective beneficial use-protective WQOs for benzene, toluene, ethylbenzene, xylenes,total <br /> petroleum hydrocarbons (TPH) as diesel, TPH as gasoline, and polynuclear aromatic hydrocarbons. <br /> These WQOs are provided in Dr. Jon Marshack's 17 August 1998 memorandum entitled Beneficial Use- <br /> Protective Water Quality Limits for Components of Petroleum-Based Fuels, which is attached. LOF <br /> must remediate soil contamination to levels such that concentrations leaching to the groundwater do not <br /> exceed groundwater cleanup levels. LOF must remediate groundwater contamination to levels between <br /> background water quality(nondetectable) and the applicable WQO that is technologically and <br /> economically feasible to achieve. In order to achieve the WQOs, LOF must first remove the separate <br /> phase product. Your recommendation to the contrary is unacceptable. <br /> Therefore,by 9 April 1999,you are required to submit a work plan to install a separate phase product <br /> recovery system.
