Libbey Owens Ford Co.
Product Raoeery Sys=Installation
June 23, 1997
Page.3.
approximately 2,000 gallons of a diesel/water mixture have been pumped and removed from the site.
Based on available site information, field observations and laboratory analyses;an unquantified volume
of diesel fuel was released in the vicinity of the underground product piping. The product piping is no
longer in service. The soil beneath the piping has been impacted by diesel fuel from approximately 1
foot bgs down to the water table at approximately 13 feet bgs. Soil analyses indicate that the lighter
and more mobile fractions of the diesel fuel (i.e., BTEJ) have mi-grated downward ahead of the main
vadose zone plume.
Based on the above described investigation and remedial activities, Ron Rowe of the San
Joaquin PHS/EHD, in a letter to Mr. Jon Reiss of LOF, requested that LOF submit a work plan to
conduct an investigation to studv the extent of soil and groundwater impacted by the diesel release.
Condor subsequently prepared and submitted a Soil and Groundwater Investigation Work Plan, dated
November 5, 1996.
On December 3 and 4, 1996, Condor conducted a Geoprobe investigation to evaluate the
extent of diesel impacted soil and groundwater in the vicinity of the diesel supply line. The work
included the placement of 11 Geoprobes around the impacted area (Figure 3, Appendix A). The
results of the investigation revealed floating diesel product or heavy sheen at GPI, GP4, GP5, and
GP6. Soil samples collected at each Geoprobe from the capillary fringe at a depth of approximately
10 feet bgs indicated that diesel was detected at GPI, GP4, and GP-6. Groundwater analysis was
conducted on groundwater samples that did not contain floating product. The results of the
groundwater analysis indicate that diesel constituents were detected in all of the Geoprobe boreholes,
except GP 11. The Geoprobe investigation was reported in the Preliminary Report Soil and
Groundwater Investigation, prepared by Condor, dated January 21, 1997.
3.0 PROPOSED PRODUCT RECOVERY SYSTEM
This section includes a description of the proposed trenching, product recovery system
installation, monitoring, bi-annual reporting, system decommissioning, and monitor well installation.
• CONDOR
