WASTE DISCHARGE REQUIREMENTS -2- <br /> LIBBEY-OWENS-FORD COMPANY <br /> LATHROP PLANT NO. 10 <br /> SAN JOAQUIN COUNTY <br /> 4. The facility collects approximately 18,000 gpd of ground water which <br /> infiltrates the facility basement. The total dissolved solids (TDS) of <br /> the ground water is high, in the range of 3,800 mg/1 . <br /> 5. All six discharges are combined with the basement infiltration water and <br /> up to 0.625 mgd of storm water runoff in a one-million-gallon reservoir. <br /> The combined discharge, a maximum of 2.1 mgd, is discharged from the <br /> reservoir through Outfall 001 (see Attachment A, hereby made part of this <br /> Order) into the San Joaquin River, a water of the United States, at a <br /> point in the NW 1/4 of Section 3, T2S, R6E, MDB&M. <br /> 6. The Discharger proposes to maximize land disposal of its effluent by <br /> irrigating 30 acres of lawn area on-site, and/or discharging to two off- <br /> site evaporation/percolation ponds having a combined area of 15 acres, as <br /> shown on Attachment B, hereby made part of this Order. The ponds are on <br /> Assessor Parcel Nos. 241-390-17 and 241-390-19, owned by the Discharger. <br /> 7. The Report of Waste Discharge describes the existing combined discharge as <br /> follows: <br /> Average Annual Flow: 0.438 mgd <br /> Average Annual Suspended Solids: 9.7 mg/l <br /> Average Annual BODS: 1.9 mg/l <br /> Average Annual Total Phosphorus: 0.30 mg/l <br /> Average Annual Oil and Grease: 3.6 mg/l <br /> 8. The discharge is presently governed by Modified Waste Discharge <br /> Requirements Order No. 88-021 , adopted on 29 January 1988, which expired <br /> on 1 April 1990. Order No. 88-021 was a modification of Order No. 85-069. <br /> 9. The Environmental Protection Agency (EPA) and the Regional Board have <br /> classified this discharge as a major discharge. <br /> 10. The Board has adopted a Water Quality Control Plan, 2nd Edition, for the <br /> Sacramento-San Joaquin Delta Basin (5B) which contains water quality <br /> objectives for all waters of the basin. These requirements are consistent <br /> with that Plan. <br /> 11. EPA issued final Effluent Guidelines and Standards in 40 CFR, Part 426, <br /> Subparts E, F, and G, on 1 July 1988 for the Glass Manufacturing Point <br /> Source Category; Float Glass, Automotive Glass Tempering, and Automotive <br /> Glass Laminating Subcategories. These regulations establish Final <br /> Effluent Limitations for "Best Available Technology (BAT) and Best <br /> Practicable Technology (BPT)" for each of the subcategories. These <br /> requirements are consistent with the EPA Effluent Guidelines Standards. <br />
