The Jones Development Company LLC, <br /> (hereafter Discharger) own and operate the facility. <br /> Staff has reviewed the 24 October 2019 Soil Investigation Workplan (Workplan). <br /> Regional Board staff requested the Workplan after the Discharger requested to have <br /> their WDR's terminated. Due to the recent decommissioning of the glass <br /> manufacturing facility and redevelopment of the facility as primarily warehouse space <br /> wastewater flows have significantly decreased. The Discharger has elected to <br /> connect the facilities wastewater system to the City of Lathrop's sewer system for <br /> treatment and disposal. <br /> The Workplan proposes to advance soil borings in former land application areas <br /> known as "Site C" and the "Lawn Area" and collect soil samples at discrete intervals <br /> for characterization of soils and potential waste constituents associated with <br /> previous discharges of wastewater to the land application areas. i <br /> The Workplan proposes to analyze the soil samples for the following constituents: <br /> i <br /> volatile organic compounds, oil and grease, pH, magnesium, potassium, sodium, <br /> total nitrogen, sulfate, calcium, chloride, alkalinity, total kjeldahl nitrogen, total <br /> dissolved solids and Title 22 (CAM-17) metals. Soil samples with detections of <br /> metals will be compared to previously collected background sample concentrations <br /> and applicable California Human Health Screening Levels. The Discharger will <br /> perform the Title 22 Waste Extraction Test utilizing deionized water to determine the <br /> leachable/soluble concentrations of waste constituents in Site C and the Lawn Areas <br /> for comparison to the soluble concentrations from the background soil samples. <br /> KAHL E.
