Water Boards a �� <br /> Central Valley Regional Water Quality Control Board <br /> 13 November 2019 <br /> Carey Andre <br /> ASPIRWM Properties, R&B Louise <br /> LLC, R&B Delta LLC <br /> 22M Livingston Street <br /> Oakland, CA W06 <br /> CONDITIONAL APPROVAL OF SOIL INVESTIGATION WORKPLAN, JONES <br /> DEVELOPMENT-FORMER PILKINGTON GLASS FACILITY, SAN JOAQUIN <br /> COUNTY <br /> The Central Valley Regional Water Quality Control Board (Regional Board) regulates <br /> the discharge of wastewater from the Jones Development under Waste Discharge <br /> Requirements (WDRs) Order 5-01-114. The Jones Development Company LLC, <br /> (hereafter Discharger) own and operate fire fackly. <br /> Star has reviewed the 24 October 2019 SO investigation Workplan (sparkplan). <br /> Regional Board staff requested the Nbrliplan after the Discharger requested to have <br /> their WDR'sterminaled. Due to the recent decommissioning of the glass <br /> manufacturing facility and redevelopment of the facility as primarily warehouse space <br /> wastewater flows have significantly decreased. The Discharger has elected to <br /> rink[ the facillfes wastewater system to the City of Whrop's sewer system for <br /> lrealment and disposal. <br /> The Wor)q tan proposes to advance soil borings in former land application areas <br /> Mom as "Site C" and the "Lawn Arent" and collect soil samples at discrete intervals, <br /> for chamclenretion of soils and potential waste constituents associated with <br /> previous discharges of wastewater to the land application areas. <br /> The Workplan proposes to analyze the soil samples for the following constituents <br /> volatile organic compounds, oil and grease, pH, magnesium, potassium, sodium, <br /> toss nitrogen, sulfate, calcium, chloride, alkalinity, total kjeldahl nitrogen, total <br /> dissolved solids and Tile 22 (CAM-17) metals. Soil samples with defections of <br /> mess will be mmpsred to previously collected background sample concentrations <br /> and applicable California Human Health Screening Levels. The Discharger will <br /> perform the Title 22 Waste Extraction Test utilizing defonized water m determine the <br /> leachablelsoluble mWeMretions of waste constituents in Site C and the Lawn Areas <br /> for comparison to the soluble mnmrAratbns from the background soil samples. <br /> lv <br />
