CA 94606
REVIEW OF SOIL INVESTIGATION REPORT, JONES DEVELOPMENT-FORMER
PILKINGTON GLASS FACILITY, SAN JOAQUIN COUNTY
The Central Valley Regional Water Quality Control Board (Regional Board) regulates
the discharge of wastewater from the Jones Development Company under Waste
Discharge Requirements (WDRs) Order 5-01-114. The Jones Development Company
LLC, (hereafter Discharger) own and operate the facility.
Background
The Pilkington North America Glass Furnace Facility operated at the site until 2014
when glass manufacturing ceased. In 2015 the property was transferred to the
Discharger and since that time the glass production area and furnace has been
decommissioned and removed from the site. As a result of the reduced wastewater
flows, the Discharger has determined that land Application Site C described in the
MRS is no longer necessary.
On 5 March 2020, the Discharger submitted a Notice of Reduction of Lana Application
Areas. The Discharger has requested that the 8.5 acre land application area be
removed from the MRS. Irrigation of Site C has not occurred since May 2018. The
Discharger intends to redevelop the parcel and construct a commercial warehouse
space in the former land application area.
The Discharger has committed to connecting the facility to city sewer by 1 May 2020, at
which point the discharge will cease in its entirety and the Discharger will request
recession of the MRS.
Prior to authorization of removal of Site C and recession of the MRS, Regional Board
staff requestetl that fine Discharger investigate soils within the former land application
to
