Pilkington North America, Inc. - 3- 10 September 2015
3. The WP Addendum proposes the same fourteen soil boring and first groundwater
investigation locations as the Work Plan. Seven of the fourteen locations are considered
downgradient. One of these downgradient locations should be selected for at least one
of the three planned deep soil cores to provide information regarding downgradient
stratigraphy.
4. The site Furnace Building basement contains four dewatering sumps. Regional Water
Board staff requested the locations of all four sumps be shown in Figure 2. The two
southern sumps are shown in Figure 2 of the WP Addendum, but the two northern
sumps are not delineated. Please include all Furnace Building basement sumps in
Figure 2.
5. The WP Addendum introduction includes a statement regarding the site property
comprising seven parcels totaling 113 acres, but provides only three parcel numbers.
Please clarify the all parcel numbers associated with this property.
6. DPE system wastewater is proposed to undergo onsite granular activated carbon (GAC)
treatment prior to disposal in the onsite combined (sanitary sewer/storm drain).system.
Please provide appropriate notification and obtain necessary clearance, as provided by.
the permit to discharge the remediation system waste stream in the onsite combined
system.
7. Semi-annual monitoring is proposed for a year following implementation of the DPE
remediation system. Concurrence from Regional Water Board is recommended prior to
discontinuation of monitoring activities.
Staff of the Regional Water Board conditionally concur with the WP Addendum under the
condition that the above-stated Regional Water Board comments are satisfactorily addressed in
writing prior to commencement of the proposed work plan. Please notify staff a minimum of 72
hours before initiating field work to facilitate staff inspection of the work. Please include time
schedules for remediation work and post excavation sampling plans.
If you have any questions regarding this letter or project, you may contact me at (916) 464-4825
number or by email at apalmeraa.waterboards.ca.aov ..
Sincerely,
Ann M. Palmer
Water Resource Control Engineer
Site Cleanup Section
Cc: William Little, Advanced GeoEnvironmental Inc., Stockton, (email)
