The Jones Development Company LLC, (hereafter Discharger) own <br /> and operate the facility. <br /> Staff has reviewed the 10 July 2017 Soil Investigation Workplan (Workplan). Regional Board <br /> staff requested the Workplan after the Discharger requested permission from the Regional <br /> Board to sell the 42 acre land application area known as Site A and have the parcel removed <br /> from the WDRs. Due to the recent decommissioning of the glass manufacturing facility and <br /> redevelopment of the facility as primarily warehouse space wastewater flows have significantly <br /> decreased. The Discharger has determined that Site A is no longer necessary for wastewater <br /> disposal and intends to sell the parcel for redevelopment. <br /> The Workplan proposes to advance eight soil borings in Site A and collect soil samples at <br /> discrete intervals for characterization of soils and potential waste constituents associated with <br /> previous discharges of wastewater to the land application area. Two soil borings will be <br /> advanced outside of Site A in areas where wastewater has not previously been applied. <br /> Samples from these borings will serve as background samples. The Workplan proposes to <br /> analyze the soil samples for the following constituents: volatile organic compounds, oil and <br /> grease, pH, barium, magnesium, potassium, sodium, total nitrogen, sulfate, calcium, chloride, <br /> alkalinity, total kjeldahl nitrogen and total dissolved solids. Soil samples with detections of <br /> metals will be compared to both the background sample concentrations and applicable <br /> California Human Health Screening Levels. The Discharger will perform the Title 22 Waste <br /> Extraction Test utilizing deionized water to determine the leachable/soluble concentrations of <br /> waste constituents in Site A for comparison to the soluble concentrations from the background <br /> soil samples. <br /> Additionally, the Workplan proposes to properly destroy Groundwater Monitoring Well W-1 R, <br /> which is located on the southern boundary of Site A. Staff will concur with the request to <br /> destroy the monitoring well provided that the well is sampled and analyzed for all groundwater <br /> monitoring constituents in Monitoring and Reporting Program 5-01-114 prior to destruction. <br /> KARL E.
